Business, economic activity estates and the job market

Support for entrepreneurship in the metropolitan area, promotion of economic activity estates (PAEs) and the job market.

Reindustrialisation of the metropolitan area

Reindustrialising the metropolitan area is a priority because of the role it plays in the creation of quality job opportunities. The goal is to help boost the sectors that have the greatest possible industrial potential and the most added value, as well as strategic and cutting-edge sectors that generate employment and give rise to the creation of new businesses and those that offer opportunities for synergies in the region. The planned initiatives emerge from the work of AMB's Economic Regeneration and Reindustrialisation Committee for Barcelona, and special attention is paid to the allocation of resources to the area's economic activity estates (PAEs).

This project includes a programme of subsidies for companies, business groups and city councils carrying out projects located in or connected to industrial estates or economic activity estates. These grants are intended to spur initiatives aimed at increasing industrial competitiveness and revitalisation and, consequently, at promoting job creation. The project's objectives include the modernisation and refurbishment of the area's industrial parks. These initiatives will strive to achieve increased energy efficiency, improvements and renovations of the industrial areas' urban planning and utility infrastructures, refurbishments of buildings and industrial spaces, and the redesign of the areas to achieve better mobility and accessibility.

There are plans to create a new online tool, namely a website featuring data on industrial and economic activity estates. The web platform will be the result of a collaboration with local governments and various levels of public administration. Meanwhile, there will be initiatives to stimulate business associations, analyse urban planning schemes and assist industrial parks in obtaining quality certifications. The management of the industrial parks will be enhanced via new tools and models that will take the form of improved public-private partnerships. Six metropolitan area local governments have joined businesses and other economic stakeholders to take part in a pilot programme along these lines.

Coordinating and lending support to services for business and entrepreneurs

In order to provide support to local economic promotion authorities, the Agency is at work on a programme that will help strengthen these local services, allow them to exchange experiences and create a network of good practices, all in order to promote the consolidation of these business promotion initiatives. This programme is an effort to coordinate and support businesses and entrepreneurs.

As part of this project, new tools will be created, including an online platform where businesses and entrepreneurs will be able to find data on these services and where they are offered. Thus, they will have more efficient access to all the information they need on local and supra-local institutions and on the private entities that work on these issues. The resulting platform will offer a map of the region that makes it easy to identify and locate the specific or specialised services available.

Founded upon the experience of Barcelona Activa in providing support and advice to businesses, and on the expertise of local city councils in this matter, a series of local business affairs offices will be opened throughout the region. A number of tools to support businesses will be designed, including catalogues of services procedures and methodologies, and the knowledge arising from this design process will be shared with the new business affairs offices. The plan is to begin with a pilot programme with the collaboration of two municipalities, later to be expanded to the rest of the municipalities in the Barcelona metropolitan area.

Meanwhile, a series of measures are being implemented to foster the revitalisation of business and to support initiatives in this sphere being taken by local governments. There will also be an assessment of the status of business in the region, and to this end tools will be created to gather and display data measuring the strength of local business and the impact of the measures being taken. Among these tools is a metropolitan business activity overview, a valuable resource that will provide access to a detailed data base on the various business sectors and their presence in local municipalities.

Stimulating the metropolitan area job market

In order to adapt the processes of providing information and guidance to job seekers and helping place them in vacancies to the changing realities of employment, the Agency is adopting a new approach to managing the job market. This new initiative will involve the participation of the Social Policy Office and of local authorities.

The idea is to promote unique and innovative projects to spur the creation of new job and self-employment opportunities, job placement and professional training programmes. These projects can be carried out by a single municipality or by groups of localities and should consist of some form of public-private partnership. They should open the way for more effective steps to improve individuals' skills, apply new methodologies to the world of work and attract the involvement of third sector organisations and other social and economic stakeholders.

The success of these job creation measures will be periodically assessed via the gathering of data on key job market indicators in the area's municipalities. The responsibility for this task lies with the Job Market Observatory. Together with other similar local agencies and other contributors from the AMB, this group will create a website devoted to this information.

The arrival of so-called Industry 4.0, the organisation of production processes based on technology and on devices that communicate automatically with one another throughout the value chain, means that new kinds of training programmes are needed for new professional categories. This situation represents an opportunity to rethink professional training from a more innovative perspective and to implement plans in coordination with educational institutions and businesses.
